BROWSING RESTRICTIONS
The contents of a web site shall not be restricted to the point where visitors can only view contents through the use of a password. One of the purposes of hosting a web site is to advertise for new members. This helps to build scouting within the council. Web sites that are restricted where little can be viewed without entering a password are not helpful in this regard. The idea here is to provide content for visitors without the need of a password. The "members only" area should be a minor portion of the web site.
